The second stage of the 2020 Chinese Super League will kick off on October 16. 16 teams will be divided into the championship group and the relegation group based on the results of the first stage group stage. In order to ensure the fairness and justice of the enforcement of the competition at this stage, the Chinese Football Association selected 25 referees and 23 assistant referees from the registered referees to go to the two divisions.
Starting this week, the Chinese Super League teams have successively entered the second stage winning group (Suzhou Division) and relegation group (Dalian Division) according to their first stage record. According to the plan, the referees of the second stage of the Super League will also be stationed in each division on October 14 at the latest.
The competition system and schedule show that there will be a total of 48 games in the second stage of the Chinese Super League (24 games in each zone, and an average of 6 games per team). Compared with the 112 games in the first stage, the number of games is significantly reduced. However, because of the major interests involved in the championship, the AFC admission ticket competition, and the relegation, the importance of this stage of the competition is only higher than the first stage, and the law enforcement work is also extremely important.

Among them, 13 referees and 12 main referees went to the Suzhou Division (winning group) to enforce the law; 12 referees and 11 assistant referees went to the Dalian Division (relegation group) to enforce the law.

It is worth noting that the Chinese Football Association Referee Department has introduced several principles on the issue of assigning referees in order to ensure fair and impartial law enforcement. One of the more important principles is the "territorial avoidance" principle. For example, Gu Chunhan, an international referee who participated in the enforcement of the first stage of the Chinese Super League Group A (Dalian Division), registered with the Wuhan Football Association, will go to the Suzhou Division for the second stage. However, considering the fierce competition in the "winning group and relegation group", the Chinese Football Association also paid special attention to "balance" in the process of assigning referees to the two competition areas. For example, among the 7 international referees registered by the Chinese Football Association, Fu Ming and Ma Ning, as well as Li Haixin from Guangdong and Wang Jing from Guizhou, will concentrate their enforcement in the Dalian Division. In accordance with the principle of “territorial avoidance”, Shen Yinhao, the international referee registered with the Shanghai Football Association, should have entered the Dalian Division to enforce the law because Shanghai SIPG and Shenhua both entered the championship group. But as a result, only Zhang Lei (Dalian) and Gu Chunhan (Wuhan) were left in the Suzhou Division. In this case, Shen Yinhao was eventually selected to the Suzhou Division. Of course, in accordance with the above-mentioned principles, Shen Yinhao will not be allowed to enforce the competition of the two Shanghai teams. In addition, some referees who performed outstandingly in the enforcement of the Super League in the first stage were not eligible for the enforcement of the second stage due to reasons such as being unable to withdraw from their duties.
As of October 13, the Chinese Football Association has not publicly responded to the rumors of "inviting foreign referees to enforce some of the second stage of the Chinese Super League this season."
From the perspective of inviting "foreign whistle" and selected "earth whistle", the Chinese Football Association has combined with the series of problems exposed in the first phase of the Chinese Super League law enforcement work, and has the consciousness to improve the second phase of the league law enforcement through various measures. They invited a small number of foreign referees, on the one hand, they also strived for fair enforcement of the game, on the other hand, they used similar exchanges to further encourage local referees to improve themselves.
